Description
The 18th edition of the Fishery status reports provides an independent evaluation of the biological status of fish stocks and the economic status of fisheries, managed or jointly managed by the Australian Government. The reports assess the biological status of the target and key byproduct species in each Commonwealth fishery, with respect to their biomass and the level of fishing mortality. The economic performance of each fishery is assessed in terms of how they are tracking with regard to maximising net economic returns to the Australian community. The reports also review bycatch or broader environmental issues within the fisheries. Key Issues: The Fishery status reports 2012 assessed the status of 93 fish stocks (95 in 2011), species or groups of species (all referred to as 'stocks') and the economic status of 21 Commonwealth fisheries (22 in 2011). Two stocks were removed in 2012: longtail tuna in the Western Tuna and Billfish Fishery (WTBF) and toothfish in the Antarctic Waters Fishery (AWF). These stocks are no longer considered to be key commercial stocks in an Australian Government managed fishery. The reports show an improvement in terms of biological status; the number of stocks classified as not overfished increased, while the number of stocks classified as overfished and/or subject to overfishing decreased. The number of stocks with an uncertain biomass status also decreased. Of the 93 stocks assessed in 2012: * 77 were classified as not subject to overfishing (77 in 2011), and 63 were classified as not overfished (58 in 2011); of these, 60 were both not subject to overfishing and not overfished (56 in 2011) * 4 were classified as subject to overfishing (6 in 2011), and 9 were classified as overfished (11 in 2011); of these, 2 were both overfished and subject to overfishing (4 in 2011) * 12 were classified as uncertain with respect to their fishing mortality status (12 in 2011), and 21 were classified as uncertain with respect to their biomass status (26 in 2011). In 2012, two solely domestically managed stocks were classified as both overfished and subject to overfishing (eastern gemfish and school shark). Both of these stocks occur in the Southern and Eastern Scalefish and Shark Fishery (SESSF). There are 37 stocks assessed in the SESSF, 22 were classified as not overfished and not subject to overfishing. Commonwealth fisheries contributed about 13 per cent ($308.2 million) of the total gross value of production (GVP) of all Australian fisheries ($2.3 billion) in the 2011-12 financial year. Each fishery's economic performance is assessed using a range of indicators, including trends in net economic returns (NER) and performance against the Commonwealth Harvest Strategy Policy (HSP) objective of achieving maximum economic yield (MEY). For jointly managed fisheries (to which the HSP does not apply), performance is evaluated against relevant social and economic objectives. The economic status of the most valuable fisheries managed solely by the Australian Government has been mixed in recent years. Net economic returns have been positive and increasing in the Commonwealth Trawl sector of the SESSF and the Northern Prawn Fishery. However, net economic returns of the Gillnet Hook and Trap sector of the SESSF became negative in 2009-10.
