Developing countries are able to adopt trade reforms more slowly and with smaller cuts than developed countries under 'special and differential' treatment provisions of the WTO Agreement on Agriculture. For the new round of WTO trade negotiations to be successful, both developed and developing countries need to pursue less rather than more protective policies
