Series:
ABARES conference paper
Series Issue:
February 2021
Publication Date:
09/02/2021
Description:
This academic conference paper uses existing ABARES research on China’s policies to influence academic discussion about the benefits of reduced domestic support. The paper summarises previous publicly-released ABARES research that modelled policy options in China, and explains that research in the context of public policy goals. Key Issues • The Chinese government aims to advance both rural and overall welfare. • This paper outlines the theoretical economic principles of relevance to market interventions and economic welfare in China, highlighting how policies interact with the theoretical ideas of efficiency and equity. • An overview of current Chinese agricultural domestic and trade policies in relation to major crops is provided to the reader for context. • Modelling results from Cao, Thorpe & Fell (2020) and Cao & Greenville (2020) are re-purposed to examine these policies. • The conclusion of a previously published paper (Cao, Thorpe & Fell, 2020) is repeated - that non-distorting trade and domestic policies with lump sum income transfers can advance rural welfare and GDP at the same time.
